ebay restrictions advice pls

HI I have ebay restrictions on my account and I just lost a sale to a lady who didnt have her 100% feedback. Do you automatically block peeps without this?

In your experience what is it good to restrict on ebay and what do you allow.

I don't think there are restrictions if a buyer doesn't have 100 % feedback unless they fall in any of the categories below

Don't have a PayPal account
Have received 2 Unpaid Item strike(s) within 12 Month(s)
Have a primary shipping address in a location I don't ship to
Have 4 Policy Violation report(s) within 1 Month(s)
Have a feedback score of -1 or lower

oh ok I dont know why this lady couldnt buy my item then. I dont understand feedback score -1 what does that mean?

-1 feedback means the buyer/seller has only made one transaction and it was a negative one.
